Government infrastructure projects carry obligations that the private sector rarely faces
at the same intensity, public procurement law, Treasury compliance frameworks, auditor-general
scrutiny, Parliamentary oversight, and communities that depend on the outcomes. A road that
stalls halfway, a school that exceeds its approved budget, a water treatment plant whose
contractor submitted inflated bills of quantities that nobody cross-checked, these are not
just project failures. They are headline failures, and they erode public trust in a way that
private cost overruns never quite do.
QBaticEPM3 gives government departments, municipalities, develoEPMnt finance institutions,
and the consulting engineers and project management units that serve them a single, structured
environment to govern the entire project lifecycle, from the moment a tender is advertised
through to final account settlement and asset handover. Every bill of quantities generated,
every tenderer's submission compared, every approved variation recorded, and every site
payment certified against actual physical progress, all of it in one place, updated in
real time, accessible to every authorised party regardless of where they are sitting.
The days of waiting for a monthly report that is already three weeks out of date are over. QBaticEPM3 puts the live state of every project, cost, progress, risk, and contractual status, directly in front of the people accountable for it.

to Final Account, One System.
Three interconnected capabilities that close the gaps where public infrastructure money is most often lost: in the tender process, during execution, and at the interface between contractor and client.
Tender Bill Creation & Comparison
Build the bill of quantities directly inside QBaticEPM3 using your organisation's standard component library, measured items, preliminaries, provisional sums, and contingencies structured exactly as the contract requires. When tenderers submit, their pricing is loaded against the same bill structure and the system produces a side-by-side comparison across every line item: unit rates, totals, arithmetic checks, and variance flags. Adjudication becomes a process of informed decision-making, not a manual spreadsheet exercise carried out under time pressure.
Remote Access & Contractor Transparency
Each appointed contractor operates within their own governed instance of QBaticEPM3, capturing daily costs, labour returns, plant allocations, material deliveries, and sub-contractor payments against the approved schedule of rates. The client's project management unit, from any location, at any time, has read access to the live contractor environment. There is no waiting for the next site meeting. No interpreting a monthly report written to minimise bad news. The numbers on the client's screen are the same numbers the contractor is working with.
Real-Time Project Status & Cost Intelligence
Budget consumed versus physical progress completed. Forecast final cost versus approved contract value. Certified payments versus cash flow projection. These are the four numbers a government project owner needs to see every morning, not every month. QBaticEPM3 surfaces them on a live dashboard that pulls directly from the contractor's captured data, no manual consolidation, no re-keying, no version conflicts between the engineer's spreadsheet and the department's reporting system.

QBaticEPM3 Replaces Fragmented Reporting with a Single Version of the Truth

01
Structured Bill Creation from a Governed Library
Bills of quantities are assembled from a department or municipality's own pre-priced item library, unit rates benchmarked against regional norms, regularly updated, and approved through your internal governance process. When the bill is finalised it is locked, timestamped, and version-controlled. Any post-advertisement amendment is recorded as an addendum with a full audit trail. The bill that goes out to market and the bill that comes back priced are always the same document, and the system will not allow a comparison to be generated against a different version.
-
02
Tenderer Submission Comparison & Adjudication Support
Loaded tenderer prices are compared item by item against the client estimate and against each other. The system flags unit rates that deviate by more than a defined threshold, highlights items priced at zero or at clearly unbalanced rates, and calculates the total arithmetic check automatically. The adjudication committee receives a structured comparison report, not a manually compiled spreadsheet, that is already in the format required for the award recommendation to Treasury or the relevant approving authority.

03
Contractor Instance, Costs Captured at Source
Once the contract is awarded, the contractor is provisioned with their own QBaticEPM3 project environment, scoped to the approved bill of quantities and programme. Site supervisors capture daily resource allocation, material receipts, and completed quantities directly on site, on a tablet or phone, in real time. There is no end-of-month consolidation exercise. Costs are where they happened, against the item they relate to, from the day they occurred. The client's project manager sees the same data the moment it is entered.

04
Payment Certification Against Measured Progress
Monthly payment certificates are generated from measured quantities actually completed and verified on site, not from contractor claims submitted and accepted on trust. The certifying engineer's assessment is captured in the system against each bill item, producing a payment certificate that ties every rand to a specific deliverable at a specific stage of completion. The certificate, the measurement sheet, and the supporting site records are stored together and are immediately available for internal audit, external audit, or Parliamentary inquiry.

05
Variation Control & Contingency Governance
Every variation, whether it arises from a design change, unforeseen site conditions, or a client instruction, is priced within the system against the approved schedule of rates before any additional work commences. The variation order carries the instructing authority's sign-off, the contingency drawdown is updated automatically, and the revised forecast final cost is reflected on the dashboard the moment the variation is approved. There are no surprises at final account. The numbers were always visible.
Know Exactly What Is Happening. At All Times.
The most damaging words in public infrastructure delivery are not "the project failed", they are "nobody knew it was in trouble until it was too late." QBaticEPM3 closes that information gap. When the contractor's cost-to-date exceeds the physical progress percentage, the system flags it. When a long-lead material delivery is at risk of delaying a critical path activity, the system flags it. When contingency drawdown is accelerating faster than the programme justifies, the system flags it.
Project owners, accounting officers, and oversight bodies no longer have to wait for a report to find out what a site meeting already knew. The data lives in one place, it is current to the last entry, and it is accessible to every authorised person in the governance chain, from the site engineer to the Director-General, without a single email, phone call, or consolidated spreadsheet in between.
